Paper Overview
Given the gravity of the issues involved with food safety, and the reality of governmental regulation, every company in the food industry must have a food safety program of some sort in place just to be in business. Yet the hard truth revealed by the experiences of several companies in the past few years is that ensuring food safety can be more challenging than what they have planed for. Often a source of problems is not even under the roof of the product manufacturer. Sometimes suppliers are located on another continent, and it is more difficult to know where ingredients originate, how they are processed, and if they truly meet quality standards. 

It is not sufficient to rely solely on reactive measures in response to the governmental regulations that come from the FDA and USDA. Regulatory compliance should be seen as a starting point, not as an exhaustive framework for ensuring food safety.  When the right steps are taken and the right tools are used to implement the food safety strategy, the effectiveness of the program goes up and the costs of maintaining food safety come down. The result is not only risk mitigation in terms of food safety failures, but also reductions in waste, improvements in yields, and a tighter grip on quality. It turns out that achieving higher levels of food safety also means gaining valuable improvements to production that will enhance the bottom line.
